Online media "Nacionale.com”And“Demokracia.com", on Thursday (January 22), published an article titled "Osmani and Kurti in Davos, Kosovo without a homeowner: Was state protocol violated?".
The article claims that President Vjosa Osmani and acting Prime Minister Albin Kurti are simultaneously abroad and that it is not known who exercises the role of "master of the house", referring to the Law on State Protocol which provides for coordination of visits by institutional heads.
It is also said that due to the dissolution of the Assembly in November, Kosovo currently does not have a Speaker of the Assembly who would exercise the role of "master of the house" during their absence.

6. The President and the Vice-Presidents form the Presidency of the Assembly. The Presidency is responsible for
the administrative functioning of the Assembly in the manner determined by the Rules of Procedure of the

Hibrid.info found that in Rules of Procedure of the Assembly, in Article 14, it is explained that “in the case where The Assembly is dissolved, the Speaker and Deputy Speakers continue their work until the constitutive session", in order to maintain the administrative continuity of the work of the Assembly".
Even on the official website of the Assembly of Kosovo, even after November 20, in all published news, Dimal Basha continues to appear with the official title 'Speaker of the Assembly of the Republic of Kosovo', which confirms the continuity of his function. (see here)
Therefore, the claim published in the aforementioned articles that Kosovo currently does not have a Speaker of the Assembly due to the dissolution of the Assembly is untrue.
An example of the administrative continuation of the work of the Assembly was the preparation of the constitutive session of the ninth legislature, by Glauk Konjufca, who was the chairman of the eighth legislature. Konjufca held a meeting on April 8, 2025 with representatives of the parliamentary political entities that emerged from the February 9 elections, regarding the preparations for the constitutive session of the ninth legislature. Kurti and Osmani are currently in Davos, Switzerland. The acting Prime Minister is attending the World Economic Forum, while the president attended this forum at the invitation of US President Donald Trump, where she signed Charter of the Peace Board.
