Minister Sveçla's not entirely true statement on the average income of UJSI members this year

HIBRID

Xhelal Sveçla, Minister of Internal Affairs, wrote in a status dated November 1 on his official Facebook account that "the average monthly income this year of the officials who protested today is over 2.200 euros", referring to the protest of members of the Special Intervention Unit (SUI) of the Kosovo Police, who on Wednesday demanded a change in the categorization of jobs and greater dangerousness allowances (here).

But after verifying the facts by hibrid.info, it has been confirmed that the basic salaries of Kosovo Police members from this unit, as well as Minister Sveçla's statement, are inconsistent.

The status link of the trowel Xhelal Sveçla:

Hibrid.info found Albin Kurti's statement on the same date (November 1) on his Facebook account (see here).

In his Facebook status, Prime Minister Kurti confirms that the average income in recent months (which Sveçla spoke about) for members of the Special Intervention Unit (SIU) of the Kosovo Police, in addition to the basic salary, also includes allowances.

Based on the Law on Salaries in the Public Sector, which also regulates the issue of salaries for police officers, hibrid.info has confirmed that none of the salaries of police officers coincide with Minister Sveçla's claim.

Based on this law, the basic salary of public officials is calculated by multiplying the monetary value of the coefficient (105 euros) by the salary coefficient of a position, which in Kosovo is not higher than 18. Which means that the highest basic salary in Kosovo is (18 x 105) 1890 euros (see here).

Meanwhile, the salary coefficients of positions in the Kosovo Police include values from 2 to 14,5, which means that salaries in the Kosovo Police range from 210 euros for police cadets to 1,522.5 euros, which is the salary of the General Director of the Police (here)

Hibrid.info had also previously covered an article explaining why members of the Kosovo Police were paid the amount claimed by Minister Sveçla (see here).

According to the statement of the head of the Police Union, Izmi Zeqiri, due to the extended working hours, police officers engaged in the north of the country were also paid for overtime work. Zeqiri admitted that the amount of payment for these police officers engaged in the north amounted to over 2 thousand euros.

Analyze:

Xhelal Sveçla, Minister of Internal Affairs, alluding to members of the Special Intervention Unit (SIU) of the Kosovo Police, wrote in a Facebook status that the average income for these officials this year exceeds 2200 euros.

Hibrid.info has confirmed that, based on the Law on Salaries for Public Officials, none of the positions within the Kosovo Police are paid the amount claimed by Minister Sveçla, and it has also been found that the claimed payment included police officers engaged in the north of the country, due to extended working hours.

Based on the methodology of working on the veracity of statements, hibrid.info assesses this statement as "half-truth".

Rating:

In the category of truthfulness, those statements that contain statements related to objective facts, the accuracy of which can be determined through objective verification, are evaluated. Statements treated in this category receive the assessment – false statement, half-true statement, or even true statement.
