The Russian state-run media outlet "Sputnik" in Serbian has published an article claiming that the decision to not allow Serbia to hold a referendum on constitutional changes in the territory of Kosovo is a decision not by the Kosovo Government but by its allies, alluding to the United States.
This claim was initially raised through the title of this media outlet's article - "Everything is made clear: Pristina's decision, something that has not been seen since 1999 - the creators of the idea are in the West" (see here), which is based solely on the opinion of Nebojsa Čović, former head of the Coordination Center for Kosovo, a body that had operated within the Government of Serbia.
In this article, apart from Čović's idea, no credible fact is mentioned that supports the claim made through the title.

As far as I remember, 2006 was a referendum in which Serbs also participated. What Albin Kurti is doing now is the result of his understanding that it is good to be accompanied by a new provocation every day. However, he is not the main figure, but the real addresses are UNMIK, OSCE, EU, EULEX, and if we want in terms of security, KFOR. None of them did anything."
He says that this is neither their interest nor their goal, which is explained by the fact that while the Americans are simultaneously imposing sanctions on those who allegedly destabilize the peace and peace processes, they are silent about the events in Kosovo and Metohija. Pristina does not work independently, adds Čović, but is in the function of the contractor, while the center or centers of decision-makers, where everything is designed, are in other places.
However, the claim made in this article turns out to be just an allusion unfounded in fact.
In fact, the decision taken by the Government of Kosovo not to allow the organization of this referendum in Kosovo, mediated by the OSCE mission, has been opposed by the main Western states that have recognized Kosovo, known as the Quint states, and the EU representative in Kosovo. (see here).
