What is known so far?

The defense of former president Hashim Thaçi has made application to the Kosovo Specialist Chambers for his conditional release, offering a series of guarantees, including a financial guarantee of 50 thousand euros.

However, as of the time of publication of this article, there has not yet been a decision regarding this request.

The image with the same caption was also found published on another Facebook page, called "FokusPress" (see here).

While the Facebook page of "NTV Television" has over 210 thousand followers, the “FokusPress” page has over 176 thousandBoth publications have attached a link to an article published on the website of the medium “NTV Television” (see here).

The article is titled "THE HAGUE/ HASHIM THAÇI TOWARDS CONDITIONAL RELEASE".

The use of the wording "towards parole” in the caption and title, may lead the reader to understand that the Special Court has decided or is close to deciding on his release.


Hibrid.info checked the rest of the article. It shows that Thaçi's defense has filed a request with the Kosovo Specialist Chambers for his conditional release, offering a financial guarantee of 50 thousand euros and proposing several conditions that he would respect if the request was approved. Among these conditions are not leaving Kosovo, surrendering travel documents and limiting public statements regarding the case.

However, the article clarifies that the decision on this request has not yet been made by the trial panel. So, the confirmed information relates only to the request submitted by the defense and the guarantees offered, unlike the title and caption, which give the impression that parole is an imminent or certain development, which has not been confirmed.


This article does not explain where the reporting of this information was based. Hibrid.info researched the website of the Specialist Chambers and the Specialist Prosecutor's Office of Kosovo. No public announcement was found there regarding the allegations reported in the article (see here).

For this reason, hibrid.info continued its media research. Publications on July 11 in several credible Albanian-language media reported that former President Thaçi's defense had filed a request with the Kosovo Specialist Chambers for his conditional release (see here and here).

Meanwhile, in an article published today (July 14), on the website of Radio Television 21, it was reported that, according to the Kosovo Specialist Chambers, the decision regarding this request rests solely with the judge. This confirms that as of the time of publication of this article, a decision on the defense request had not yet been made.

A little context

Hashim Thaçi, Bashkim Smakaj, Isni Kilaj, Fadil Fazliu and Hajredin Kuçi, are being charged by the Kosovo Specialist Chambers with obstruction of justice (see here).

The Special Prosecution alleges that during detention visits in 2023 in The Hague, the defendants were given instructions and confidential information to witnesses for the war crimes trial in which Thaçi is accused.

Kilaj, Smakaj and Fazliu are released on bail (see here and here).
