The video was published today (August 28) on the official channel of the medium "NTV Television", on Youtube.
Is the Ibar Bridge open?
After research conducted by hibrid.info, this claim is incorrect. There is no official decision to open the Ibar Bridge.

After verification, it was found that the video material contains several television news reports and events related to Kosovo. None of them contain any announcement indicating that the decision to open the Ibar Bridge has been made.
Hibrid.info has also conducted a research through the search engine “Google”, using the keywords “opening of the Iber Bridge”. According to the results of this search, no confirmation was found that the decision to open the bridge has been made (see here).
