It is mentioned there that "this was made possible by lex specialis", which is a legal framework designed to avoid public procurement in order to meet the deadlines for the international exhibition.
The publication refers to Haradinaj as the former leader of the Kosovo Liberation Army (KLA) as a narrative of "betrayal by Vučić."
The video claims that "Vučiqi and Ramush Haradinaj are dividing the billions."
However, the publication does not mention any specific company that is said to have won the project and is Haradinaj's company. It includes a photo from Haradinaj's asset declaration for 2018. 2021.
