False claim about resumption of planned US-Kosovo Strategic Dialogue

An image is published showing Donald Trump, the president of the United States of America (USA), and Albin Kurti, the acting prime minister of Kosovo, with the caption "Strategic dialogue with Kosovo resumes".

The image also has the label "DASH - USA", which implies that it is about the resumption of strategic dialogue between the US and Kosovo.

it CONTENT was published on Tuesday (January 13) on Facebook, by a page called "Gazeta Minuti".

What is the truth?

In September 2025, the US announced the indefinite suspension of the planned Strategic Dialogue with Kosovo. However, following this decision, there is still no decision to resume this process.

As of the time of writing, this content has over 700 likes and nearly 90 comments, from whose content it can be assessed that readers of this post may perceive the publication as fact.

Home who published the claim has over 228 thousand followers.

Based on a post dated January 10, 2025, President Vjosa Osmani said that in 2021 she had sent the proposal to the US for the launch of the Strategic Dialogue, a request that was reconfirmed in June 2022 through a verbal note and in a meeting with Secretary Antony Blinken in July 2022. Based on this post, Osmani claimed that in a meeting with US Deputy Secretary Richard Vermai, it was confirmed that Kosovo and the US would soon finalize this process (see here).

However, the US Embassy on September 12, 2025, through a Facebook post, announced the indefinite suspension of the planned Strategic Dialogue with Kosovo (see here) due to, as it was stated, “concerns regarding the actions of the interim government that have increased tensions and instability, limiting the ability of the United States to work productively with Kosovo on shared priorities.”

Since this post, there has been no announcement on the US Embassy in Pristina website about the resumption of this process. The only other post related to this process is the one dated December 3, 2025, which stated that “VV’s efforts to block the certification of the Serbian List to participate in the Kosovo elections are short-sighted and divisive. All citizens of Kosovo should be able to exercise their democratic rights. Such actions harm Kosovo’s stability and US interests, including the resumption of our strategic dialogue to advance opportunities for American and Kosovo businesses.” (see here).

But, hibrid.info, through search engines, has come across articles from credible sources that explain more. In a text published on December 17, 2025, in the medium "Radio Free Europe", entitled "US Embassy: We intend to work with the new Government to advance shared priorities", it is reported that according to a spokesperson for the US Embassy in Pristina, it was said that it is hoped that "the US partnership will deepen with the Government of Kosovo", including the resumption of the planned Strategic Dialogue (see here).

Hibrid.info found that even according to National Defense Authorization Act, approved by both Houses of the US Congress and signed into law on December 18 by the US President, the establishment of the Strategic Dialogue between the US and Kosovo is conditional on progress in the implementation of the Agreement on the Normalization of Relations between Kosovo and Serbia (see here).

Four days later (December 22), in a meeting between the President of the Republic, Vjosa Osmani, and the US Deputy Secretary of State, Christopher Landau, it was stated that the steps to be taken by Kosovo to resume the planned Strategic Dialogue were discussed (see here and here and here).

Whereas, in the most recent article encountered (January 8, 2026), in the medium "teve1.info", DASh, in a response to this medium, expressed readiness for strategic dialogue with the new government of Kosovo, but demanded concrete actions (see here).

All these findings confirm that the planned Strategic Dialogue between the US and Kosovo remains suspended.

Analyze:

The claim that the planned US-Kosovo strategic dialogue has resumed is incorrect.

Although there are declarations of readiness and discussions on the necessary steps for its resumption, the planned Strategic Dialogue remains officially suspended and is conditional on concrete progress in the normalization of Kosovo-Serbia relations.

Based on its work methodology, hibrid.info assesses this content as "Disinformation".

Reasoning:

"Disinformation" is defined as information content that contains a "mix" of inaccurate sources or even half-truthful attributes, and that is created and/or distributed with the deliberate intention of causing harm. The motive behind the producers/distributors of disinformation content lies in achieving a political, financial, psychological or social goal.
