According to reports, the counting of votes from the diaspora has not yet begun.
Hibrid.info has checked Web-site of the Central Election Commission (CEC), responsible for the organization and implementation of elections in Kosovo, where no announcement was found indicating that the counting of votes from the diaspora has begun.

Since no data was found on the CEC website regarding the start of the counting of votes outside Kosovo, hibrid.info confirmed through articles published yesterday (February 11) found after searching through the search engine "Google" that the votes of candidates for deputies are being counted, while conditional and diaspora votes will be counted at a later stage (see here and here).
Hibrid.info has also found articles published by the media, which have reported on 84 thousand votes outside Kosovo, based on statements by Valmir Elezit, the CEC spokesperson (see here and here).
What this means is that, according to the current results of the votes for political entities, when 99.57% of the ballot boxes have been counted, votes outside Kosovo will not affect the change in the ranking of the first entity, which received the most votes in these elections.
