Mediterranean Games Prishtina 2030: What does the ICMG letter say, what do official sources document, and what remains to be clarified?

FATBARDH DEMA

A letter from the International Committee of the Mediterranean Games (ICMG), dated October 15, 2026, addressed to the Prime Minister of Kosovo, Albin Kurti, the Mayor of Pristina, Përparim Rama, and the President of the Kosovo Olympic Committee, Ismet Krasniqi, addresses the obligations related to the organization of the Pristina 2030 Mediterranean Games.

According to the letter, ICMG says it has not received a response to an earlier communication dated September 21, 2026. The document also mentions the bank or insurance guarantee, which was supposed to be submitted in January 2026, but which, according to ICMG, has not yet been submitted. The letter also mentions unpaid taxes and fees for the month of June 2026 (see here).

Document published by the mayor of Pristina, Përparim Rama

In the document, the ICMG cites these circumstances as indicative of serious difficulties in implementing the Host City Contract (Host City Contract) and its amendment, as well as in fulfilling the obligations arising from them.

The letter announces that the issue will be considered at the ICMG Executive Committee meeting on December 19, 2026. According to the document, this meeting is expected to ratify the proposal to convene an Extraordinary General Assembly of ICMG members, which will decide on the future of the 2030 Mediterranean Games.

Rama's Progress Position

After the publication of the letter, the mayor of Pristina, Përparim Rama, reacted through his official Facebook account with the message: "Kosovo on the verge of losing the 2030 Mediterranean Games!" (see here).

In his post, Rama said that the Municipality of Pristina had worked on drafting the master plan and identifying projects and locations, which, according to him, had been approved by the Capital City Assembly. He expressed concern that the situation could jeopardize the organization of the Games and referred to the lack of institutional responses mentioned in the ICMG letter.

Rama also referred to December 19, when the ICMG Executive Committee will consider the issue and the proposal to convene an Extraordinary Assembly, which will decide on the future of the Games.

Blerim Gashani's position

On October 15, 2026, the Minister of Sports and Youth, Blerim Gashani, published a reaction on the official website of the Ministry of Culture, Youth and Sports (see here).

In his reaction, Gashani said that the publication of correspondence without reflecting the entirety of institutional communications and commitments created, in his opinion, "unfounded alarm."

He stressed that the letter was addressed to the relevant institutional representatives, including the Mayor of Pristina. Gashani stated that the Government's commitment to organizing the Games remains full and that work is continuing in cooperation with the ICMG, partners and relevant institutions to fulfill obligations.

In his reaction, the minister also said that the Government of Kosovo will be the guarantor of the Games and concluded with the statement: “Kosovo will organize the Mediterranean Games 2030!” (see here).

What do official sources document about the preparations?

The institutional preparations for the Games have also been mentioned in previous official announcements. According to the announcement of the Prime Minister's Office of 14 August 2026, the second meeting of the Organizing Committee of the Mediterranean Games Prishtina 2030 was held on that day (see here).

At this meeting, preparations for the presentation of the progress report at the ICMG General Assembly, on August 20, 2026, were discussed. The announcement also states that Blerim Gashani was approved as the representative of the Organizing Committee for the presentation of the report.

Meanwhile, the Host City Contract for the Prishtina 2030 Mediterranean Games sets out the contractual framework of the organisation and the relevant obligations. The ICMG letter of 15 October refers to this contract and its amendment in relation to the issues raised (see here).

What remains to be clarified?

The published letter does not provide details on the reasons why the bank or insurance guarantee, required for January 2026, had not yet been submitted, or why taxes and fees for June 2026 remained unpaid.

Meanwhile, Minister Blerim Gashani stated that the published correspondence does not reflect all institutional communications and commitments, but in his response he did not provide further details on these issues. For this reason, the reasons for the failure to fulfill the obligations mentioned by the ICMG cannot be determined from the cited sources.

conclusion

The ICMG letter of October 15, 2026 raises concerns about the fulfillment of obligations related to the organization of the Prishtina 2030 Mediterranean Games and announces the review of the issue by the Executive Committee on December 19. Përparim Rama presented the situation as a risk to the organization of the Games, while Blerim Gashani stated that the Government's commitment to their realization continues.

Official announcements document the holding of Organizing Committee meetings and discussions on the progress report, but the cited sources do not contain the entirety of the communications between the ICMG and Kosovo institutions. The published letter does not constitute a final decision on the future of the Games.
