How can the meaning of a photo change? Example of media framing by Serbian channels on Telegram during Vidovdan in Gazimestan

Serbs from Kosovo, Serbia and countries in the region gathered on Sunday in Gazimestan, Kosovo, to mark June 28, a date that commemorates the battle against the Ottoman army in Kosovo in 1389.

The Kosovo Police announced through their official Facebook page that the celebration passed without any incidents that could have affected the progress of the events, except for the escorting of 37 people to the police station for interview.

According to the announcement, they are suspected of provoking the crowd with provocative calls and elements of inciting hatred, in violation of legal provisions. Meanwhile, one person was fined for disturbing public order and peace (see here).


However, a photo is circulating on Serbian-language Telegram channels showing a member of the Kosovo Police facing a man holding his daughter, who appears to be crying.

Through this photo, the police officer is presented as the cause of the child's distress. One post even states, "Šiptarske stock classic, decu nam diraju"which in Albanian translates to "Classic Albanian cattle, children touch us" (see here).

This photo was found and published on Telegram by Serbian channels (see here, here, here, here and here).

What is missing in this picture?

Video footage from the same moment shows a different picture. In the video released by “Tëvë1” television, it is seen that the police officer does not behave aggressively towards the child. On the contrary, the footage shows that he approaches the girl and tries to calm her down with a friendly gesture. Also, there is no evidence that the girl was crying as a result of the interaction with the police officer (see video here).

What is framing?

This is an example of what is known as media framingFraming occurs when an event is presented by emphasizing only part of reality, while leaving out information that could change the way the audience interprets it.

In this case, the photo is authentic, but disconnected from the full context provided by the video. As a result, the public may get the impression that the police officer is intimidating the child, even though the footage does not support this interpretation.


cONcluSiON

The case of the photograph distributed during Vidovdan in Gazimestan clearly illustrates how media framing works in practice. A single image, even when authentic, can lead to different interpretations depending on how it is presented and the context that accompanies it.

This example highlights the need for caution in consuming visual information, especially on social media, where content is often shared without full context. In the absence of this context, there is a risk that the public will form partial or inaccurate perceptions of various events.
