After fact-checking conducted by hibrid.info, it has been confirmed that this article is old, published in 2021.
The content contains the announcement from June 2021, at which time the German Embassy in Kosovo announced that "from July 1, 2021, people from Kosovo who are fully vaccinated against COVID 19 have the opportunity to re-register on the waiting list for an appointment."
