Misinforming title and inconsistent with the content, claiming NATO's withdrawal from Kosovo

HIBRID

The information portal named "ntv.al" has published an article titled "NATO leaves Kosovo/Here's what the former American envoy demanded".

Meanwhile, in terms of content, the portal reported on a statement by the former US envoy for the dialogue between Kosovo and Serbia, Richard Grenell.

After fact-checking by hibrid.info, it has been confirmed that the information in the headline, which indicates that NATO has left Kosovo, is not true and does not reflect the content of this article.

Since the headline provides information claiming that NATO is leaving Kosovo, hibrid.info has researched the claim.

Based on the findings, it has been established that the NATO operation was mandated by United Nations Security Council Resolution 1244 (1999) and the Military-Technical Agreement between NATO, the Federal Republic of Yugoslavia and Serbia (see here).

Knowing that UN Resolution 1244 is still in force (here), as well as the Kumanovo Military-Technical Agreement (here), hibrid.info has confirmed that there is no decision to remove the NATO mission from Kosovo.

Excerpt from the "ntv.al" article:

Grenell writes in X that Kurti must stop acting unilaterally if he wants the Americans to protect the security of the region through NATO troops.

"If Albin Kurti wants the Americans to continue paying for and protecting the security of the region through NATO troops, then he must stop making unilateral moves that jeopardize the safety of the 572 American men and women from Texas, Oklahoma, etc., currently serving in Kosovo," the former American envoy emphasized.

"His erratic behavior in ignoring the demands of the international community can no longer be dismissed by President Joe Biden's team and the US Senate. Albin Kurti is endangering American lives with his actions. He must stop his war - or US troops must be withdrawn home," Richard Grenell stressed.

Hibrid.info has found the statement of former envoy Richard Grenell, posted on the social platform X (formerly Twitter) (see here).

Although he does not bear institutional responsibility, since he does not hold an official position, Grenell has mentioned the possibility of withdrawing American troops, who serve in the NATO mission in Kosovo, as a possible option to what he calls Prime Minister Albin Kurti's unilateral approach.

Analyze:

The claim in the title of the article published by the information portal, "ntv.al", which announces that NATO is leaving Kosovo, is not true, since UN Resolution 1244 and the Kumanovo Military-Technical Agreement, from which the NATO mission stems, are still in force.

Hibrid.info has also found discrepancies between the information provided in the title and that within the content.

Therefore, based on its work methodology, hibrid.info evaluates this article as "Disinformation" and "Clickbait".

Evaluation:

"Disinformation" is defined as information content that contains a "mix" of inaccurate sources or even half-truthful attributes, and that is created and/or distributed with the deliberate intention of causing harm. The motive behind the producers/distributors of disinformation content lies in achieving a political, financial, psychological or social goal.

“Clickbait” is considered to be informational content whose title is general and does not disclose the location of the event, context and relevance. Such texts and articles aim to attract the attention of the audience with sensational headlines with misleading consequences, which do not accurately clarify the content of the article. “Clickbait” headlines are mainly made to attract readability in the case of media publications and/or to earn from clicks in the case of commercial publications.
