The edited photo was not published by Edi Rama.

FATBARDH DEMA

Through a photo material that has recently been circulating on the internet, it is falsely claimed that on the profile of the Prime Minister of Albania, Edi Rama, a photo has been shared with an image of a poster with the portrait of the President of Serbia, Aleksandar Vučić, and of a dog next to him holding the usual position for urination.

The description of this photo says "PHOTO OF THE DAY", Albanian - "Fotografia e ħidze".

Mounted photo:

However, after verifying the facts, hibrid.info has confirmed that such a post is not found on Rama's official Facebook profile and as such it turns out to be an edited (manipulated) image. (see here)

Despite researching online search engines and social media, hibrid.info has not been able to find who the first (authentic) publisher of this edited image was. However, what they do suggest is that this image has begun to be widely shared in the last 10 days, during a time when there were political reactions between state leaders regarding the recent events in northern Kosovo.

This image, after fact-checking by hibrid.info, turns out to be a meme template that has been used in other cases as well.

After research conducted through online search engines, hibrid.info has confirmed that this image has been used on many occasions to create photo-edited material with satirical content.

So, different authors have used photographs of characters in certain cases. (see some examples) here and here)

This type of photo-material edited with satirical content is known in the virtual world as a "Meme". (see here)

Analyze:

After verifying the facts, it has been confirmed that the photo showing a post by Edi Rama is edited.

The Albanian Prime Minister has not shared a photo on Facebook showing a dog urinating on the portrait of Serbian President Aleksandar Vučić. However, the image is edited and has satirical content, which in the virtual world is used on certain occasions for different characters.

Based on the working methodology, hibrid.info evaluates this image as "Fraud".
