Hibrid.info is a platform for fact-checking, media education, research and development of innovation in the field of information integrity, operating in Kosovo since June 2020. The platform operates within the framework of the non-governmental organization Action for Democratic Society (ADS), founded in 2010 and registered in Kosovo as a non-profit and independent organization.
Hibrid.info's activity is built on four main program pillars: fact-checking and analysis of media content; media education and capacity building; development of innovative approaches and digital tools; and advocacy for information integrity and democratic standards in the public space and in the digital sphere.
Through daily publications, thematic analyses, research reports, educational materials, innovative projects and public activities, Hibrid.info aims to contribute to strengthening fact-based information, increasing critical thinking and social resistance to information disorder.

International collaborations and networks
Hibrid.info is part of international professional networks and initiatives in the field of fact-checking, media education, innovation and strengthening information integrity, linking international standards with the local context and contributing to the advancement of professional practices at the regional and international level.
In this context, Hibrid.info is part of networks and initiatives such as the International Fact-Checking Network (IFCN), the European Fact-Checking Standards Network (EFCSN), the UNESCO Media and Information Literacy Alliance, the Global Alliance for Media Innovation (GAMI) within WAN-IFRA, Alliance4Europe, as well as the regional Anti-Disinformation Network for the Balkans (ADN-Balkans), which aims to advance regional cooperation against disinformation and strengthen access to verified information in the Western Balkans.
Funding and transparency
Action for Democratic Society (ADS), within which the Hibrid.info platform operates, is supported through projects and other forms of funding by international organizations, foundations and partners that support media freedom, media education, innovation and strengthening the integrity of information in the digital sphere.
The organization's financial support is published in the interest of institutional transparency and public accountability.
Donors and supporting partners have no role in the selection of topics, the vetting process, the editorial approach, or the conclusions published on Hibrid.info. Editorial independence applies to all programming and publishing activities of the platform.
ADS/Hibrid.info publishes annual financial audit reports as part of its commitment to institutional transparency and public accountability. Audits are conducted by independent auditors in accordance with international auditing standards and applicable legislation for NGOs in Kosovo. The organization's financial statements are audited on an annual basis and published regularly.

The following is a list of projects completed and in progress in recent years, along with the source of funding and the corresponding amount of support.
Projects and institutional support
ADS/Hibrid.info implements projects supported by international organizations, foundations and institutional partners that contribute to fact-checking, media education, research, innovation and strengthening the integrity of information in the digital sphere. Through these projects, editorial activities, educational programs, thematic analyses, research products and innovative initiatives have been developed that address information challenges in Kosovo and at the regional level.
European Union Office in Pristina
- School Outreach Program – Empowering Media Literacy in Kosovo – This project included a structured media education program in 21 secondary schools in seven regions of Kosovo, with the participation of 735 students and 105 teachers, including schools from non-majority communities, including Serbian-language schools. As part of the project, media education ambassadors were selected and trained from each school, with about five representatives per school, who participated in additional practical activities and in the final inter-school competition, broadcast by Radio Television of Kosovo.
- Information Environment Monitoring in Kosovo during Elections 2025 – Within the framework of this project, an extensive monitoring of the information environment during the election period in Kosovo was carried out, covering content in Albanian, Serbian and English and analyzing over 7,000 media publications during the monitoring period. The process included the treatment of 103 thematic content for fact-checking, the analysis of narratives related to the election process, interethnic issues and foreign information manipulation (FIMI), as well as the publication of the analytical report “Resilience to disinformation during the election period in Kosovo”, accompanied by recommendations for public institutions and a discussion panel attended by representatives of key institutions of the country.
IFCN / Global Fact Check Fund
- Hibrid.info: Empowering Fact-Checking in Kosovo – This project contributed to strengthening the editorial capacities of Hibrid.info through the expansion of daily fact-checking publications, thematic analyses and systematic monitoring of information disorder in Kosovo. The support enabled the consolidation of verification processes, the increase of the platform's public presence and the advancement of professional standards in line with international fact-checking criteria.
- Hibrid.info: Empowering Fact-Checking in Kosovo II – Building on previous support, the project enabled the expansion of editorial treatment of disinformation narratives, strengthening thematic analysis and developing more structured approaches to monitoring problematic content in the digital sphere. During this phase, the institutional capacity of the platform in relation to public transparency and editorial standards was also strengthened..
- Strengthening Information Integrity Through Sustainable Fact-Checking – This project supports the consolidation of a sustainable fact-checking model, including the production of verified content, regular analysis of disinformation narratives, and strengthening the role of Hibrid.info in protecting the integrity of information in the digital sphere.
- Mental Health Support Grant – This support was dedicated to the professional well-being of the team, as part of the approach to strengthening the sustainability of editorial work and maintaining professional capacities in a high-intensity work environment.
European Endowment for Democracy
- Enhancing the Digital Infosphere – This project plays an important role in strengthening the editorial, operational and institutional capacities of ADS/Hibrid.info, supporting the daily functioning of the platform as an independent mechanism for fact-checking, thematic analysis and media education. Through this project, the continuity of editorial production, the publication of periodic reports on disinformation trends and the strengthening of the organization's response to information disorder in the digital sphere have been enabled. The project has also contributed to the advancement of internal governance, strategic documents and institutional transparency mechanisms.
French Embassy in Pristina
- Cooperation with Media in Kosovo – This project supports cooperation between ADS/Hibrid.info and partner media and civil society organizations in Kosovo, with a focus on strengthening professional dialogue and building capacities in a multiethnic environment. Within the framework of the project, joint trainings have been developed with the participation of journalists and representatives of organizations from different communities, promoting professional exchange and addressing information issues in a sensitive social context.
EFCSN – European Fact-Checking Standards Network
- Election 24 Check – This project was carried out within the framework of European cooperation coordinated by the European Fact-Checking Standards Network, with the support of the Google News Initiative, contributing to the European fact-checking database for the 2024 European Parliament elections. As part of the project, Hibrid.info contributed with verified publications, thematic analysis and monitoring of narratives related to electoral processes, being part of a network of over 40 European organizations that shared verified content, narrative reports and disinformation trends in real time.
- Prebunking on Scale – This project supports the development of preventive approaches against disinformation through cooperation between partner organizations at the European level, with a focus on the preliminary identification of potentially manipulative narratives and the production of prebunking content aimed at increasing public resistance to disinformation in the digital sphere.
OIP Network / ZINC
- Unveiling Hidden Narratives: A Study on the Spread of Narratives Through AI – Within the framework of this project, an analytical study was carried out on how generative artificial intelligence platforms build and reproduce narratives related to Kosovo and regional developments, with a focus on identifying framing models, sources of reference and potential impact on public perception. As a result, the research report “The Chatbot Version of Truth” was published, built on the comparative analysis of chatbot responses and the interpretation of the narratives they produce in relation to sensitive information issues. Within the framework of the same project, the practical toolkit “Resilience Insights” was also developed, as material for identifying structured narratives in chatbots and the critical use of AI-generated responses. The main findings were presented at an international conference organized in Pristina, with the participation of institutional representatives, experts and international actors working in the field of information integrity in the digital sphere.
National Endowment for Democracy (NED)
- Promoting Objective Journalism and Countering Disinformation – This project has supported the continuous production of fact-checking content, thematic analyses and monitoring of disinformation narratives in Kosovo, strengthening the editorial capacity of Hibrid.info for the systematic treatment of information disorder in the digital sphere. The project has regularly published monthly reports and the annual report The State of Information Disorder, thematic analyses and verified content addressing political, media and regional narratives. At the same time, the project has included ongoing training with university students, thematic focus groups and discussions on the integrity of information, while during election periods it has also supported increased monitoring of disinformation, including regular thematic publications and communication with relevant institutional actors.
CFI – French Media Development Agency
- Countering Information Pollution with News Literacy – This project focused on strengthening media literacy through the production of fact-checking content, analytical articles, thematic infographics, weekly newsletters and monthly media materials, contributing to increasing public access to verified information and developing skills to understand information manipulation in the digital sphere. As part of the project, a report was also drafted to map media literacy initiatives in Kosovo, as a basis for understanding the needs and actors in this field.
- Digital Sherlock – Balkan Voices Project – The project produced 25 digital educational videos published on social platforms, based on continuous monitoring of disinformation narratives and tailored for new audiences. The materials addressed topics related to disinformation, content verification, media manipulation and how narratives circulate in the digital space, achieving over 1.9 million views and high public engagement, especially among the 18–34 age group.
- Balkan News Truck – As part of the regional component of this cooperation, Hibrid.info organized the Balkan News Truck mobile activity in Kosovo, which visited Prizren, Mitrovica, Peja and Prishtina, creating open spaces for interaction with citizens, students, journalists and institutions on media education, artificial intelligence and disinformation. The activity included quizzes, public discussions, educational materials and international institutional participation, receiving wide media attention and transforming the project into an innovative format of public communication for resistance to disinformation..
US Embassy in Pristina
- Countering Disinformation Narratives through Innovation and Experiential Learning (HybridLAB) – As part of this project, HibridLAB, an innovative platform of Hibrid.info in Pristina, was founded, dedicated to combining journalism, media education and technology in order to strengthen the integrity of information in the digital sphere. Through information sessions in various municipalities of Kosovo, trainings for journalists, civil society representatives and students, as well as direct mentoring by media and technology experts, the project created five functional prototypes from students, including applications and digital tools for media education, media transparency and identification of manipulative content. In continuation of this development, HibridLAB joined the Global Alliance for Media Innovation, part of WAN-IFRA, as one of the first initiatives from the region to become part of this global network of media innovation.
- Countering Disinformation Narratives through Innovation and Experiential Learning II – The next phase of the project was envisaged as an expansion of HibridLAB with new development activities, including preparation for participation in international initiatives such as the Global Game Jam and new calls for students. However, the full implementation of this phase did not proceed as planned due to the interruption of funding under the donor grant, as only the initial preparatory component was implemented. Despite this, HibridLAB remained functional as a platform developed within the first phase and continues to serve as a space for innovation, experimentation and development of new ideas in the field of information integrity.
RND – Kosovo Glocal (Kosovo 2.0)
- Reframing Diversity Through Digital Storytelling – Within the framework of this project, five mini-documentaries were produced that addressed harmful and manipulative narratives in the public space in Kosovo, including political polarization, interethnic disinformation, gender disinformation, extremism and climate disinformation. Through a combination of fact-checking, thematic research and documentary storytelling, the content was published on Hibrid.info’s digital platforms and generated over 2 million views, strengthening the use of the documentary format as a tool for media education and public awareness.
Metamorphosis / TechSoup
- Truth Talks Kosovo: Strengthening Media Literacy Together – As part of this project, the HibridTalks podcast series was produced, with four thematic episodes on the relationship between technology and media, media integrity, media education and fact-checking. Through the participation of experts from the fields of journalism, technology and media education, the content was published on Hibrid.info's digital platforms and generated over 1 million views, strengthening the organization's approach to the use of audio-visual formats for media education and increasing resistance to disinformation.
- Russian Narratives About Ukraine in Kosovo – This project focused on researching and documenting Russian narratives about the war in Ukraine in relation to the Kosovo context, through media content analysis, interviews with Ukrainian experts and journalists, and the publication of an analytical report in three languages. The project concluded with a public conference in Pristina with the participation of ambassadors, international experts and media, contributing to addressing the impact of geopolitical disinformation in the information space in Kosovo.
