Narratives about Kushner's tourism project in Albania

In content published in the media and social networks in the language (see here, here and here ), the Jared Kushner-linked luxury resort project in Albania has become the starting point for a series of narratives that question the legality of the project, the ownership of the land, the role of investors and the future of the development. At the center of these narratives are the investigations by the Special Structure Against Corruption and Organized Crime (SPAK) into a person who sold the land, the freezing of around 110 million euros from the transaction and the project's connection to the Trump family.

In the discourse of these contents, an investigation related to land ownership and transactions expands into a broader suspicion about the project itself. SPAK’s actions are interpreted as a “blow” to the resort, while doubts about the ownership documents are used to create the impression that the project was built on an illegal basis. Jared Kushner’s connection to Donald Trump gives this narrative a political dimension, presenting the case as a clash between Albanian authorities and a project with strong international connections.


From the investigation into the land seller to suspicions about the project itself

One of the most distinctive elements of the narrative is the presentation of SPAK's actions as a direct blow to Kushner's project. The freezing of funds and asset freezes are used to suggest that the project is under investigation and that its future is in question.

Hibrid.info has found a report by the international media "Reuters", which places this development in a more specific context. According to SPAK documents reported by "Reuters", the investigation is linked to Artur Shehu, the businessman who in April sold the land for the project to the company Albania Land Development. Prosecutors suspect that Shehu and his associates used forged ownership documents and illegally obtained funds. About 110 million euros from the sale have been frozen in a notary account, preventing the funds from passing to Shehu.

However, Reuters points out a crucial difference. The SPAK documents do not contain allegations of wrongdoing against Jared Kushner, Sazan Real Estate Development, Albania Land Development or other investors in the project. Reuters also found no indication that the investors were aware of the suspicions against Shehu when they purchased the land.

Even SPAK, responding to interest from international media, has denied that Jared Kushner is the subject of an investigation (see here, here and here). Content that directly links Kushner to the investigation may create a different impression than what the authorities and investigation documents say.

But the fact that SPAK is investigating issues related to the project's land does not mean that it is also investigating Kushner or the resort's investors.


Disputed land and doubts about ownership documents

The issue of ownership is another central point of the narrative. Suspicions that land documents may have been forged create the impression that the very ownership basis of the project is illegal.

According to Reuters, SPAK suspects that Shehu and his associates created or used forged documents to gain ownership of the properties, artificially expand them and then transfer them in order to make them difficult to trace. Shehu denies all these allegations through his lawyer, who claims that his family has owned the land for more than a century.

In addition to the SPAK investigation, there is a separate legal dispute. Residents of Zvernec have for years contested Shehu's claim to the land and have shown Reuters property documents and tax records that they say prove they are the rightful owners. Their lawyer said the case remains open and they intend to seek a halt to the project.

So, the suspicions over the land are real and are the subject of various legal proceedings. But the claim that these suspicions prove that the resort investors have committed violations is not supported by the information reported by Reuters.


The connection with Kushner and the Trump family

The mention of Jared Kushner and Donald Trump plays an important role in the way the narrative is constructed. Given that Kushner is Trump's son-in-law and an investor in the project, the content presents the case as a project of particular political and international weight.

Reuters confirms that Kushner is an investor in the project developed by Sazan Real Estate Development, but notes that the exact nature of his role and the size of the investment have not been made public. Above all, the report does not identify any SPAK accusations against Kushner.

This is important because Kushner's real connection to the project could be used to create a broader association, from an investigation into the person who sold the land, to the idea that the American investor himself or the Trump family is under investigation. Reuters does not support such a conclusion.


From legal problems to the future of the project

The narratives also present the situation as a setback that could lead the project to failure. The SPAK investigation, frozen funds, and ownership disputes are used together to create the idea that the resort is increasingly close to a dead end.

The facts show that the project faces real obstacles. In addition to land-related issues, it has been opposed for its potential environmental impact and has caused protest Reuters reports that the area where the resort is planned includes beaches, forests and a wetland where sea turtles and flamingos live. Residents and opponents of the project have opposed its development, while the Albanian government continues to support the project and states that it is being developed in accordance with Albanian and EU laws.

Consequently, the SPAK investigation is an important development that could impact the project, but does not in itself constitute proof that the project has been canceled or that its investors are under criminal investigation.

Overall, the narrative surrounding the resort is constructed by piecing together several real issues, the SPAK investigation, doubts over land documents, property disputes, environmental protests, and the project’s connection to Jared Kushner, placing them in a single framework where the project is presented as involved in a broader scandal. The findings show that, however, these issues must be distinguished from each other. The criminal investigation described relates to Artur Shehu and the land transactions, while there are no reported charges against Kushner or other resort investors.
