Content is circulating on social media Facebook claiming that as of September 7, citizens from Albania cannot enter Kosovo without a passport.

The content was found published on September 5 by the page "Duhel Theranda Village” and on September 7 from the account “Arber Hoxha".

In the official documents published by Kosovo institutions, no announcement or decision has been found that stipulates that from September 7, 2026, Albanian citizens must possess a passport to enter Kosovo.


FACTS

According to the rules and agreements in force, Albanian citizens can travel to Kosovo with a valid ID card, without the need to have a passport.

Kosovo ratified the agreement on free movement of citizens with ID cards in the Western Balkans in 2023. The law on the ratification of this agreement was published in the Official Gazette on 15 March 2023 (see here).

Also, the Ministry of Internal Affairs of Kosovo, in the guide for foreign citizens, published on January 16, 2026, sets out the rules for entry and stay in Kosovo. The document requires that a foreign citizen possess a valid travel document, but this rule must be read in accordance with international agreements in force, including the agreement on movement with identity cards (see here).

Also, a Google search regarding this claim in the Kosovo and Albanian media did not yield any credible reporting confirming the change in the rules of entry into Kosovo for Albanian citizens from September 7, 2026 (see here).
