"The Law on the Special Court was initiated by the PDK, but it was written by American experts. The Constitutional Court of the Special Court will normally overturn it, because they do not interrupt their work or salaries. It is important that the Constitutional Court of Kosovo does not overturn it. This law serves the history of Kosovo and is the only card that Kosovo has in its hands. The EU is alarmed, because it knows the effect!"
This is what Paul Williams, the former legal advisor to the Kosovo delegation during the negotiations in Rambouillet, is alleged to have stated.
The content with this claim was published on Friday (October 9) on Facebook, in the public group named "LIRIA KA EMËR" by an anonymous account.
What is the truth?
There are no facts proving that Williams made such a public statement.

As of the time of writing, the content has received over 270 reactions and has nearly 50 shares. The content has been divided into a group which has over 7 thousand members.
Results from the image origin search, through the “Google Lens” tool, showed several images with statements by William, including ones commenting on the verdict of the Specialist Chambers in The Hague against former KLA leaders (see here).
While the search for Williams' personal accounts, where his statements could be researched, was not effective (see here and here).
Then, the Google search engine was used to search directly for Professor Williams' statements and possible statements (see here and here).
But, the results did not show any confirmation of the claim being addressed.
Williams was the witness second defense attorney for former Kosovo President Hashim Thaçi in the trial where he was accused of war crimes and crimes against humanity, the process which ended with Thaçi being found guilty of war crimes in the first instance verdict of the Specialist Chambers.
After the announcement of the decision, in a statement on the television show Opinion, he publicly expressed his dissatisfaction with this decision (see here).

The claim that Paul Williams, the former legal advisor to the Kosovo delegation during the Rambouillet negotiations, has stated that the law on the Special Court serves Kosovo's history and that the European Union is alarmed by its effects, is not confirmed.
While searching for the origin of the image through "Google Lens", images of Williams commenting on developments related to the Special Court were found, but no confirmation was found for the alleged statement.
Also, a direct search of the statement on Google did not find any sources confirming that Williams made this public statement.
