"ATV" Television, on its official Facebook page, has published a video regarding the decision of the Protection of Vulnerable Electricity Consumers.
In the published article, it is claimed that this decision has excluded war categories from electricity subsidies.
After research and facts conducted by hibrid.info, it has been found that this claim is untrue.

Regarding the exclusion of war categories from this program, other online media have also reported the same. (see here, here and here)
During its research, Hibrid.info found the decision on the conditions and criteria for benefiting from this Program, posted on the official profile of the Minister of Finance, Labor and Transfers, Hekuran Murati, which clarifies that any category whose monthly income is less than 150 euros per member is eligible for these subsidies.
While in a paragraph of the decision it is emphasized that monthly incomes are not considered pensions, it is understood that pension beneficiaries can apply for this subsidy if their other incomes, excluding pensions, are lower than 150 euros per month per member. (see here)
Meanwhile, to have even more transparent arguments, hibrid.info found a live broadcast video on the official profile of the Prime Minister of Kosovo, Albin Kurti, where the Prime Minister together with the Minister of Finance launched the electricity program for vulnerable consumers, where the criteria that must be met to apply for a subsidy were presented.
