This report covers the period from 9 October to 31 December 2025 and focuses on monitoring digital content during a politically charged time, including local and early parliamentary elections in Kosovo. During this period, our analysis focuses on identifying and categorizing misinformation that circulated on online platforms in different languages, including Albanian, Serbian and English. The report provides an overview of the flow of misinformation by main topics, including disinformation about electoral processes, fabricated polls, false statements by public figures, and the use of videos generated or manipulated with artificial intelligence. In addition, content of an interethnic nature is identified and analyzed, assessing its impact on social polarization and local tensions, especially in the north of the country and in Serb-majority communities.
The report also examines the external influence called FIMI (Foreign Information Manipulation and Interference), identifying themes and narratives that have aimed to manipulate public perceptions and influence the electoral process. Our analysis based on digital monitoring provides a structured assessment of problematic content, dividing it into categories according to the nature of misinformation and potential impact. This process not only highlights the types and intensity of misinformation during the election period, but also highlights the patterns and mechanisms used to amplify content of an interethnic nature and to facilitate external interference, providing a basis for recommendations and preventive measures in the field of public information and digital security.
