Serbian media outlet "Informer" published today (October 28) an article titled "THE HELL PLAN OF ALBIN KURTI AND THE ALBANIAN EXTREMES! They will hijack cars and arrest Serbs who refuse to sign the 're-registration petition'!?!
The article makes the unfounded claim of a plan by Kurti, according to which Serbs who refuse to re-register will have their license plates removed from their vehicles and will immediately be offered to sign a 're-registration application'. The article goes on to say that those who refuse this 'request' will have their cars confiscated and those who offer the slightest resistance will be arrested.
The Serbian newspaper, for the alleged plan, relies on sources that, as it calls them, "our well-informed sources," without disclosing whether the source is local or institutional or any known credible source that would support the claim.

Parts of the article published in "Informer":
The Prime Minister of the fake state 'Kosovo', Albin Kurti, is seriously preparing to provoke bloody clashes with Serbs in the north of the province immediately after November 1st!
As we learn, our security services have received information indicating that Kurti and his extremists have already drawn up a detailed plan for the 'forced re-registration' of cars with Serbian KM license plates!?! According to this plan, according to our well-informed sources, Serbs who refuse re-registration will have their license plates removed from their vehicles and will immediately be offered to sign a 're-registration application', with which they will, in fact, acknowledge a false status. Those who refuse this 'request' will have their cars confiscated and those who offer the slightest resistance will be arrested.
As can be seen from the content of the article, the author has not presented any facts (documents) that prove the existence of any plan to hijack the vehicles of Serbs who have not registered them with RKS license plates and arrest those who oppose this action.
The claims made in the article published by "Informer" always refer to revelations from the medium without citing any known, credible source for the information disseminated.
The author mentions a plan for the license plate issue, citing media sources, alleging that Albin Kurti is seriously preparing to provoke bloody clashes with Serbs in northern Kosovo after November 1.
In addition to not providing details about the credibility of the source, the author fails to argue through the content the existence of a "plan" to attack Serbs.
In fact, the Prime Minister of Kosovo, Albin Kurti, in his latest statement on this topic, called on all citizens of the Serbian community to use the period until November 1 to re-register their vehicles, demanding its implementation, without any expression that would create a threatening impression.
"These are not measures against Serbs, on the contrary, these are measures for Serbs. Measures that offer them financial relief and we are interested in everyone being equal. We cannot be equal in the Republic if someone has RKS license plates and someone wants to maintain those KM. So, it is neither revenge, nor hatred, nor anger, it is the implementation of the law, it is order, it is government decisions that do not discriminate against people based on ethnicity." (here)
From Kurti's statement, we understand that there is no plan to implement this decision, as the Serbian media claims.
According to the plan for registering vehicles with license plates in the RKS, the movement of vehicles with license plates issued by the Serbian state is restricted. According to the Law on Road Traffic Safety, the Police has the right to remove from traffic a vehicle that is not registered or does not have certain license plates. (here, here)
Analyze:
This media outlet made an unfounded claim that there is a plan by Kurti that Serbs who refuse to register vehicles with RKS license plates will have their license plates removed from their vehicles and will immediately be offered to sign a 're-registration application', those who refuse will have their vehicles taken away and at the slightest resistance will be arrested.
Because the Serbian media outlet does not provide relevant and credible sources, or specify whether the source is local or institutional, hibrid.info assesses this claim as "disinformation".
Reasoning:
A “Disinformation” rating is given to media reporting that contains a “mix” of inaccurate sources or even half-truthful content. This rating will also address reports that have incorrect attributions or headlines that do not reflect the text in terms of information accuracy.
