FACTS
Initially, Hibrid.info searched Google for information regarding the claim. The search results do not indicate that such an announcement has been published by the media or other credible sources (see here).
Also, in the “News/Communications” section of the official KEDS website, no announcement was found about the start of electricity reductions with a “4:2” schedule (see here).
However, KEDS has published notices of planned power outages in several cities in Kosovo on August 27, 28 and 29. According to these notices, the outages are related to network works and not to a general “4:2” reduction scheme.
KEDS has classified these works as “Works necessary for system security”, “Works in investment projects” and “Works by third parties” (see here).
Hibrid.info has also found KEDS announcements about these works published in several online media in Kosovo (see here and here).
So, based on verified data, KEDS has not announced the start of electricity reductions with a “4:2” schedule in Kosovo, as claimed in the content published by the “Kosova e Re” website. The announced outages for August 27, 28 and 29 are related to planned network works.

According to transparency data, the page was created on November 25, 2019, is managed by Kosovo and has two administrators.
