"A Kosovo prosecutor" is the description of a published photo showing the reported wealth of Agron Beka, who until 2023 was a member of the Kosovo Prosecutorial Council.
The claim was made by the account "Durim Elshani" on social media X (formerly Twitter), on March 7.
Inside the photo it says "This is the property of the member of the Kosovo Prosecutorial Council, Agron Beka" and the declaration of assets is listed.
But what is wrong with this claim?
Agron Beka was not and is not a prosecutor, as claimed. He was a member of the Kosovo Prosecutorial Council for three years, as a “non-prosecutor member”, proposed by the Kosovo law faculties. This is confirmed by the transcript of the Kosovo Assembly in the voting process as well as in the ongoing media articles.
Agron Beka was elected a member of the Kosovo Prosecutorial Council by vote at the session of August 13, 2020 in the Assembly of Kosovo. (see here)
He was elected as a member of the KPC from among the law faculties of Kosovo. And for this position, Law on the Kosovo Prosecutorial Council specifies that three members of the Council are non-prosecutors. One of them is a professor from the Kosovo law faculties. In this case it was Agron Beka, as an associate professor from the University of Mitrovica “Isa Boletini” (see transcript of the Assembly session)
Beka was dismissed from this position at the end of 2023 by vote in the Assembly of Kosovo, following a recommendation from the Legislation Committee. (see here)
While in this position, he underwent the process of declaring the assets of officials.
In 2022, Beka's wealth declaration was reported in the media. (See here) The figures in that report match those published in “X”. After the publication, Beka and the Prosecutorial Council complained about the reactions at the time. (see here and here)
In the asset declaration submitted on 31.03.2023, Beka has "external member of the Prosecutorial Council" written in her personal data. (see here)
The photo that "Durim Elshani" published has been circulating for years. (see here, here and here)
Beka's name also appears in the academic staff list of the Faculty of Law at the University of Mitrovica "Isa Boletini". (See here) In CVHis profile displayed on this page does not indicate that he has ever worked as a prosecutor.
The post by the account "Durim Elshani" on "X" has received over 15 thousand views on this platform.
This account's biography on "X" has a link that leads to the account with the same name on Facebook. On Facebook, it says that he is an official at the Ministry of Health and a member of the General Council of the Vetëvendosje Movement. His name also appears on the list of advisors in the minister's cabinet.
Analyze:
The account "Durim Elshani" on the "X" platform has published a photo depicting Agron Beka and the assets declared three years ago. In the publication, the account wrote "A prosecutor of Kosovo."
But the truth is that Beka has not been and is not a prosecutor in Kosovo. He is a university professor and has been a “non-prosecutor member” of the Kosovo Prosecutorial Council for three years, after being voted into office by the Kosovo Assembly.
