The caption does not indicate which country the information presented applies to.

A content is published with the caption "BREAKING NEWS: Citizens should have supplies ready for three days"".

Materials was published on Thursday (November 5) on Facebook by the page named "Gazeta Diaspora".

What's wrong with the publication?

The caption does not indicate which country the information presented applies to.

The same content was also published on another Facebook page called "Trendi.info".

The page "Gazeta Diaspora" has over 58 thousand followers (see here), while the other page has over 47 thousand followers (see here).

The audience of these sites is mainly Albanian-speaking.

Both posts have a link attached with the same title as the one in the caption (see here).

After verifying the content of the article, it was noted that unlike the title, the rest of the text clarifies the location of the information.

This is evident right from the beginning of the news, when it says: "The European Union issues an important announcement to citizens: Provide food, water and cash for at least 72 hours"

The article reports on new European Commission guidelines aimed at increasing households' preparedness in the face of unexpected situations, such as natural disasters, power outages, water supply problems, cyberattacks and other security threats.

But is the reporting accurate?

Hibrid.info has found a notification published on November 3, 2026 on the official website of the Directorate-General for Civil Protection and Humanitarian Aid Operations of the European Commission (DG ECHO), regarding new measures to increase the preparedness of European citizens and institutions to deal with crises and emergency situations.

The announcement states that the European Commission has presented guidelines on preparing citizens for the first 72 hours of an emergency, including preparedness education in schools, and more effective risk communication. It also announced the establishment of a European Preparedness Day, which is expected to be celebrated annually from 2027.

So, this means that the reporting is accurate, but the title, in addition to not indicating the geographical context of the information, does not identify the European Commission as the source of the guidance and does not clarify that it is about general recommendations for preparing citizens to cope with emergency situations.

It is worth noting that the new measures apply to the European Union (EU), an institution of which Kosovo is not a member (see here).

In addition, the headline uses the phrase “BREAKING NEWS,” which presents the information as an immediate and potentially important development. A survey, published in 2023 in the scientific journal Electronics, found that presenting news in a "breaking news" format can increase perceptions of sensationalism.

In this case, the use of this expression, coupled with a generalized title that does not clarify the setting, may create the impression of a more important or urgent development than the reader understands from the information provided in the title.

Analyze

The content features a headline with the caption “BREAKING NEWS: Citizens should have supplies ready for three days,” which could create the impression that citizens should prepare for an imminent emergency situation.

Verification on the official website of the European Commission confirmed that the information originates from the guidelines presented on November 3, 2026, which aim to help citizens of European Union countries prepare to face emergency situations, being able to provide basic needs during the first 72 hours of a crisis.

So, the reported information is based on an official announcement, but the title does not specify the geographical context of the guidance, does not identify the European Commission as its source, and does not clarify that it is a general recommendation for emergency preparedness. This is particularly important since the guidance is addressed to citizens of European Union countries, of which Kosovo is not a member.

Furthermore, the use of the phrase “BREAKING NEWS” may create the impression that it is an urgent warning related to a specific dangerous situation.

Therefore, based on its working methodology, Hibrid.info evaluates this content as "Clickbait".
