Based on the claim from the audio, hibrid.info has researched using the Google search engine for possible publications from non-governmental organizations or embassies regarding the measurement of the performance of mayors (see here).
The search results have shown articles about the report compiled by the non-governmental organization "Gap Institute", entitled "Identity Card of Municipalities", which publishes data on the implementation of the promises of the mayors of municipalities from the electoral program with which they competed and received the mandate (see here).
The "Municipal Identity Card" report did not show a ranking of the mayors of Kosovo municipalities in terms of promises kept.
Hibrid.info has also verified the authenticity of the audio heard in the content.
