After research conducted through online search engines, hibrid.info has found information on the official website of this Research Program (HAARP), which explains that within the framework of the program, research is conducted on the characteristics and behavior of the ionosphere. (see here)
In the video material published by the account "gentianlleshi11", in addition to the claim, a photograph appears showing a large device, which appears to be partially covered with a white rubber sheet.
Is this device part of HAARP?
To discover the origin of the photo, hibrid.info searched through the automated program InVID and the results show that the device seen in the photo is not part of HAARP.
The findings lead to the website "Popularmechanics.com" which features photographs of this device.
This website explains that the device in question is a radar called SBX, which is designed to detect ballistic missile warheads. (see here)
The photo of this device was also found and published on the website “media.ellinikahoaxes.gr” (see here). In the description of this photo it says "The radar construction and deployment team stands in front of the SBX radar in Ingleside, Texas."
